The memorial is a polished red granite obelisk on a 3-stepped white concrete base and is enclosed by a white fence. There is a wooden flagpole on the south side.

The memorial was unveiled on 26 December, 1917 soon after the second conscription referendum. There was strong anti-conscription sentiment in the district as reflected in the referenda voting and the wording on the memorial specifically mentions volunteers. The local newspaper said that the memorial testified for all times that Batemans Bay and district did their duty under the voluntary system. The unveiling was performed by Mrs J Barclay, one of the oldest residents of the district, who had three sons named on the memorial.

A public meeting had decided to make it a district stone and include Nelligen although Nelligen intended to erect its own monument. The names on the east face are those of men from Batemans Bay, on the north from Nelligen and on the south from Mogo.

The memorial was made by H Hancock and originally stood in the centre of Church Street, between the Roman Catholic church and the court house. The names of men from the district who enlisted in 1918 were never added.
